The article describes the current system of regulation of the production and consumption waste generation and determination of the limits of waste disposal that allows for unlimited pollution of the environment, has low efficiency, and numerous administrative barriers; it also does not account for the regional growth of the negative impact on the environment. The author identifies the main shortcomings of the methodology of development of Waste Generation adn Disposal Targets and suggests a new formula for the estimation of «waste capacity» of territories and the incorporation of the regional waste limit.

The article assesses the validity of different points of view on SMW management. The paper analyzes the world's experience and demonstrates that SMW management model implemented in the XXI century includes decrease in the volume of both disposed and incinerated waste. The paper shows that the world's experience proves preferable preservation of energy concentrated in waste and not SMW incineration followed by energy utilization; energy can be preserved through secondary utilization and processing of waste in the form of secondary material resources. This approach provides for substantial savings of energy and reduction in emissions.

The standards of the Directive 2008/98/EU «On Waste» indicate that in the European Union the strategy of waste prevention and processing is becoming increasingly important. Therefore, the states – members of the EU – are undertaking measures in legislative regulation and adoption of plans for organization of activities on increasing the share of processing of several types of waste and for waste utilization with energy generation through pyrogeneous neutralization of SMW. Technology of pyrogeneous neutralization of SMW on grizzly grates used at the most advanced facilities on energy recovery from waste plays an important role in the implementation of this strategy. The paper describes the most current integrated waste incineration plant and gives special attention to ash waste.

At the end of May 2013, the Committee on Environment and Ecology of the Chamber of Commerce and Industry of the Russian Federation held a round-table meeting «Building a System of Public Environmental Management as an Important Element of Security of the Russian Federation». The meeting reviewed several proposals on improvement and development of the federal policy and legislation in the public environmental control and on organization of public environmental counseling offices.

The paper gives a detailed analysis of one of the options - the use of foreign experience of the International Partnership to expand services of local authorities on waste management (IPLA)

The article describes the process of design and subsequent creation of mobile units utilizing wood debris, especially fire-damaged forest, in any region lacking required energy sources. The utilization of wood debris with this technology allows receiving a liquid pyrolysis fraction and obtaining a cleaner charcoal as the final secondary product.

The paper examines the appeal for the decision not to grant an application to recognize an inoperative the regulations of the Department of State Governance of Prices and Tariffs of the Kurgansk Oblast from November 24, 2011 № 46-18 «On Setting Tariffs for Disposal of Solid Municipal Waste for Consumers of the Municipal Unitary Enterprise of the city of Kurgan «Shukhovskyi SMW Landfill» from January 1 to December 31, 2012».

The Kaliningrad Oblast: the Regional Union of Waste Processors
Transboundary movement of waste, premium waste, non-profit organization
The article shows the mechanisms of development of the waste-processing sector in one of the subjects of the Russian Federation. It analyzes the preconditions of the development of the sector considering features of the Kaliningrad Oblast. One of the problems identified in the paper is the absence of a consistent state environmental policy. The paper talks about a non-commercial sectoral professional organization that accepted these functions and describes the existing model of its work, which, with some nuances, can be used in any region of the Russian Federation.
